how to put 1 hour video to svcd?

Until now, I only got 30 minutes of video SVCd in 1 cd. How do I get 1 hour in 1 cd using the SVCD?
I used Cyberlink Powerdirector Pro 2.55 and Pinnaccle Studio 8.10.4.0. Pinnacle gave best quality.

To do this you have to lower the bitrate but then the quality will be poorer
