How to burn cues to one dvd

Ok, need help one more time. Since most vcd's come in bin and cue form and there are usually two parts, how can you convert them to a format that will allow you to burn them both onto one dvd? I have Roxio, cdrwin, and other programs. But they all want mpeg or something along those lines. Any help would be appreciated! Thanks
