How can I create a VCD?

Re-encode to VCD compliant MPEG1 and author/burn. Could also try the old VCD header trick and burn it as is.

You might want to check out the tutorial section for some ideas on converting.

I have re-encoded it to VCD compliant MPEg1 with TMPG, but when I play the output file, no video stream is shown (I can hear audio stream)... where's the problem?

Well what method did you use to get the MPEG2 into TMPGEnc? DVD2AVI? MPEG2 VFAPI reader? Compatible MPEG2 dshow decoder? Also did it show up in TMPGEnc's preview?

Sorry... I have to ask for help again... I really don't know how to proceed. I want a MPEG-2 video file to be converted in a MPEG-1 VCD compliant file... what shall I do? Please, help me...

If you have TMPGEnc (which it sounds like you do), this is a snap. Use the wizard (and yes... I know others here don't like it, but I do) and tell it you want to create a VCD, either NTSC or PAL. Then supply the name of the MPEG2 file and let it chew for a while. It'll create a nice, compliant MPEG1 file for you. Take that file and drop it into VCDGear or VCDEasy... either will create BIN/CUE files ready to be burned.
 
My friend had a same problem and used that method which celtic_druid mentioned..Its a fast and no loss of quality....Mybe you should try that.. :)
