help with QUENC and subtitles

can someone tell me (and it is possible)
how to made permanent subtitles while enconding avi in quenc into svcd
i know there are program that do it automaticly - but after i have reinstales my os xp sp2 - those programs just wont work like they should
i have tried filmmachine - tempeg - diko etc

Wouldn't you be frameserving to QuEnc via AVISynth (to resize to SVCD res, etc.)? If so then you can just use VSFilters textsub() or vobsub() function to add the subs.
