Help needed with converting to Dolby Digital

Hi all..

I have been reading some tuts on vcdhelp,about how to put 1 or
more vcd films on a dvd-r. At the bottom of the page it says u can
convert ya sound to Dolby Digital with Sonic Soft Encode program.

But i cant find it any where
is there any other prog that will do this ?
