Guide for Xvid File to be put onto DVD

Novice here wanting to know if there is a good guide anywhere on how to convert an xvid format file to play onto a DVD.

For info an example of one of the files I have is 715,566 KB and a FPS of 29.97 with sizes of 640x272. The audio is 149 kb/s (74/ch, stereo) VB and FS of 44100

If anyone can point me to a good step by step guide I will me most grateful.
