I have been using this program for a while, Chickenman wrote a fantastic article on how to use it. It creates the bin and cue files ready for you to burn with cdrwin/burnatone or Nero. Once you have it set up correctly, you will soon be producing SVCD's with near DVD quality.

Have Faith like I did with Chickenman's tutorial and yes it can do all I put in my post

It was Chikenman that told me too stop a using a certain program for converting DVD's to SVCD and use DVD2SVCD instead, I have never looked back.
