DVD Menus directly using VOB files

I have some DVDs made in very good quality but without any menu. They run directly.
They were made from Old archive quality videos.
Now I want to add exciting menus on those videos
My question is
Is it possible to create Menus using existing VOb files?
Or do I have to reencode the VOBs to MPEG files first?
I am afraid that if I reencode them I will lose quality and also It is question of time and the number of videos is lot.
Any suggestions and expert opinions will be much valued

I think DVDLAB has the features you are looking for, you just drag and drop the VOB's and then create a menu linking to each VOB

it's a great tool to use once you get the idea of how it works

I'd like to dig in some more into that 'new menu over existing vobs' issue.
DVDLAB indeed can accept vobs, but somewhere along the process he demuxes and ommits the subtitles, which are the major drawback (as CHICKENMAN said in other thread: "DVDLab is very good to author with, but has a few limitations thats cripples me. It can only have 1 audio track (cant add Directors comments) and will not accept subtitles ( I need to add the english subs when foriegn/alien speak). ")

Question is - where/how can this be achieved?

like, I have for instance 3 vobs+ifos, all including subtitles and playing nicely when directly run.
The goal is to import them all into 'a tool' which will not transform them, but rather will create a menu (other ifo+small vob) + the video_ts (or VIDEO_TS will be the menu).

Hope I'm clear and would really appreciate any link/suggestion/answer in any form.
