creating dvd menus

what up,

i have a dvr, and i record my fav tv shows,music videos,wrestling, etc....
i want to know if theres a program (free if possible) that would let me create dvd menus...so..i dont have to fast forward/skip through the whole dvd.

Tmpgenc/Tsunami dvd author is not free but very nice for that kind of thing.
