why would you want to convert vcd to dvd, does your dvd player not support vcds??
the res. of vcd is 352x240 and a dvd is 720x480 making it much larger and not to mention you have to recompress, and lose quality. vcd is about the lowest form of quality there is. most dvd players support vcd/svcd, and if its just to play on your pc, and you want to burn to dvd, then all you need to do is burn the dvd as a data disc, not an authored dvd video :p

VCD's you can leave the audio as is. Just demux the audio, resample and convert to AC3 and then author. Have done this myself for VCD of old TV series. Plus's include the fact that you can have a menu and you have 1/2 discs instead of a whole pile of CD's.

As for easiest progs... I wouldn't know.

For converting AVI I would suggest CCE or have ago at ffmpeg/mencoder in the form of say QuEnc or DRPEnc.

For VCD, like I said, leave the video and only re-encode the audio.
