Converting using TMPGEnc

I'm new to this, I've read Chickenman's tutorial on how to convert for DVD playback. I've downloaded all the recommended software. I can't seem to get past step 2 in the tutorial! Each time I try to open the .avi movie I get "File d:\temp\f*c.avi can not open or not supported". I know the movie is good, I can view in WM player. I can open it up with VirtualDub and get the info from it (attached). VirtualDub actually doubled the size of the movie from 565 meg to 1.2 gig! I still couldn't open it with TMPGE. Any help would be appreciated! Thanks in advance.

I just viewed your attachment. The first line is where the problem is.

The frame rate is only 12.5 fps. Thats half the normal PAL 25 fps. The movie will play okay in WMP but will be jerky as hell as only 1/2 the frames are there. TMPGEnc will NOT convert these non-standard files to a normal VCD.

I have found the standalone version of the Panasonic Encoder 2.51 (available in the DVD Download section of www.cdrsoft.cc ) will convert then but is very slow.

Bear in mind the end result will not be any better than the original file, infact it will be worse. Do a 10min test and see if you like the results.
