Converting Frame Rate Of MPEGs?????

Hi Guys

Is there any easy way to convert the frame rate of an mpeg file that has already been encoded (audio as well)? because my standalone does not like 29fps or 23.976 fps

You can convert it with TMPGEnc though the end result will probably be jerky as you are converting Film or Ntsc into Pal
 
Is it your TV or your player that doesnt like NTSC?
If your tv can do NTSC(RGB) then set your player to auto or NTSC(RGB) if not set it to PAL and your player will convert it on the fly.
The selector could be in the system menu or could be a switch on the back of the unit.
As Bertieg says if you convert it it will be jerky, at best.

this is for 29.970 to 25fps (eventually)

Found a way of doing it with no loss of quality, although not easy to do. Convert mpeg to divx using vidomi. set video options to rgb32 and apply adaptive ivtc and take of all the cropping so you end up with for example a 480 by 480 divx at 23.976 fps. Put divx back through dvd2svcd clicking pal to ntsc option and it comes out at 25fps.

as i said not the easiest way to do it but it does work with no stutters.

Most people can play ntsc or ntsc/film with no problems, as long as the original source was the same format!
But for the people who cant , this sounds like a good solution.

don't know about you, but the process seems to extreme especially since you will lose quality (I think you will lose some this way), but minimal probably. Suggest perhaps you get a new player or TV lol. Can't imagine having to do this everytime just to play these movies.
Incidently, is this a problem also due to SVCDs? I mean, perhaps your player won't have this hard a time with just a regular VCD (when done right, no real need to have SVCDs, but that's just my opinion lol).

you can buy standalone VCD/SVCD players for $40USD that can play any format (in asia and the UK also has some places for them)

I'm sure your problem is your standalone player is not set up properly. In its setup menu, set the TV type to be PAL (as thats what I assume your TV is ???) and not on Auto, Dual or Multiscan. Some players have switches on the back also. If a player says it can play VCD or SVCD then it MUST be capable of playing all formats of these.
 
Ok Guys ,

The DVD standalone is multiregion and does have an NTSC switch on the back of it, but the tele is crap and if I use the switch the picture will go black and white..

If I do not use the switch the picture and sound are great apart from on panning shots where it seems to stick for a millisecond. This is of course because the player is playing the SVCD at the wrong frame rate for PAL. It is only a minor pain, but I am a perfectionist and Iwould not dream of doing it for ALL my SVCD's. But this one was a special case. Obviously a case of Get a Good Television *sigh lack of funds.....


Good learning curve anyway espcially Inverse Teclining superb page w**.lukesvideo.com. Which I read back to front before I saw the option in Vidomi.

If u r getting the hesitation it is because u (or whoever did it) has used a pal template or setting on a Film/ntsc or ntsc movie. Or vice/versa.
If u just use a ntsc template for the ntsc movie then it will play no problem in your player. The player still outputs at whatever frame rate is set. It justs changes the color system.
It sounds like the original rip and the encoding process were not kept to the same tv system.
A common mistake that cannot be wholly corrected without re-encoding again correctly from the original file.
