Converting File Structures

I tried with partition magic to change file structures on 2 patitions on seperate hard drives with no o/s on either from ntfs to fat32, partition magic would not convert this way and i was wondering if anyone knows another program that will convert file structures from NTFS to FAT32. I have programs and files on both these partitions that i cannot access with windows ME which is my secondary o/s

used partition commander to shrink 80 gig nt partition to about 2 gigs, converted it to f32, and resized it back to 80 gigs. after operation, datacenter 2000 booted with no problems. would suggest a good defrag after however.
partition commander exe in folder is pcw.exe. make boot cd with with win98 floppy and burn partition commander to it. if search my posts, will find attachment also with ripped version of ghost 7.5 corporate and drive image 5.01. put this on cd too. good luck!
