Yes, it is. Go to h**p://cdmage.cjb.net/ and you will have a list of mirrors to download it from. It hasn't had an update in a long time, as others have pointed out. I don't know if it will do your conversion though, I'd have to load an image to check. I haven't had to use it in a long time. FYI, Nero will burn an ISO or Bin/Cue, although for ISO, I use DiscJuggler, and for Bin/Cue, I use CDRWin.
