Changing bitrate?

I set up to burn a movie using DVD Author. The video is downloaded to my hard drive of course and is in the Video_TS file but DVD Author tells me the bitrate is too high.
Is there a program or a way to change the bitrate? Of course TMPGne will only work with AVI so thats out of the question.
Any help would be appreciated.

Re-encode the avi at a lower bitrate.
If that's not an option, just what IS the bitrate (both audio and video)?
It may only be the audio bitrate that is too high, and that is much easier to fix than video bitrate.

It Says...........

current bitrate of video: 9800kbps, audio 192kbps, combined 9992kbps.
combined audio and video can be no more than: 9.848Mbps.
Besides that, how would I make any changes to a .vob file. You mentioned making changes to the avi file but its not avi.
I appreciate any help.

Use Nero to burn the VIDEO_TS folder. If using Nero 5.5.x, then use UDF/ISO mode, if ver 6.3.x, then use DVD_VIDEO mode.

Video bitrate is obviously too high. Re-encode the video.
