Capped MPEG to DVD?

Ok there's this video rental club in my country renting what i believe is tv captured stuff on DVD, I mean they have every WWE pay per view the next day on "dvd". When I loaded up one of these "dvds" in DVDx it says that the res is 352 x 480 . Is that right? i thought dvd res was 720 x 480. And also these " dvd " absolutely refuse to rip to the hard drive when using smart ripper . Anyone have any experience or seen what I've been talking about? :confused:
 
I know what your talking about, I just havent seen any in my country. I assume your talking somewhere in Asia?

The 352x480 IS a legal size for an NTSC DVD, its extremely rare for a normal DVD. A small picture means quicker encodes so they can get it out the door quicker. Commonly called CVD.

Dont bother with SmartRipper, they will not be encryted, just copy the VOB files to your HD using even Windows Explorer and process from there.
