cannot shutdown

Running Windows 98SE on an Ibm Aptiva. All of a sudden cannot shut down. When shutdown selected, the computer begins shutdown and then re-boots. Removed some programs with the Windows add/remove option. Could this be the problem on an entry in the registry corrupt.

Any ideas??
Any help appreciated.

Reboot, hit F8 (or was that F6). Select Safe Mode. When into Win98, revert to previous restore point. This will undo the program changes and registry issues at the same time.
