You can get the ATIP codes off the blank, but they will not change from blank to blank of the same type.
The serial number printed in the hub area is not stored.

I have just been using a program called CD Cataloguer which as it says catalogues all the files listed on CD's and DVD's that it scans, and it shows the "Disk Volume Label" what is inserted when you burn the disk, and the "Disk Serial Number" (eg 8BFEAD42), "File System" (eg CDFS, UDF1), the date the disk was scanned and then finally the amount of space written to disk. Every disk that I have scanned so far, totaling over 100 has had a different serial number.
I did try a blank CD and it also showed its own unique serial number, but what I was looking for was a small program, if there is one that starts up quickly and displays the serial number of the CD / DVD beforehand so that I can then use this s/n as the Volume Label.
