.bin/.cue VCD vs SVCD with Nero

When I burn a movie stored as a .bin/.cue file using the Recorder --> Burn Image routine in Nero, what determines if the disc is burned as a VCD or an SVCD?

I would have guessed the BIN (or both) - both is probably true, as the BIN carries the data, while the CUE carries additional description/formatting that isn't present in the raw data.

i think what he wants to know is:
No, you can't edit the Cue to make a SVCD instead a VCD; ;)

Well it seems to me to be clear enough. If the bin/cue files contain an image of a vcd that's what will be burnt. Similarly, if it's an image of an svcd then the burnt cd will be of an svcd.
