i would like to have the "best can get" quality from AVI to MPG-1 VCD, not regarding the time and file size..

which software should I use and what will be the best settings
for the software?

For TMPGEnc is it best quality in CQ or 2-passVBR?

what are the differences?

A VCD is fixed at CBR, not VBR. As soon as you turn on VBR it is no longer a VCD. Just a fancy mpeg1 and commonly refered to as an XVCD.

If you want better than normal VCD, suggest having a look at SVCD, the tutorials are all here at

If you want to go down the track of XVCD's, then I suggest you look at using EazyVCD, it has XVCD option and just so simple to use, a Tutorial is not needed. Get it from _www.eazyvcd.tk
