Best program to convert avi/divx to mpeg??

I'm new to the whole vcd/dvd thing, and i just want to convert some movies i have that are in avi and divx format to mpeg, so i can burn them to a vcd using nero...

If i've said something stupid, please don't flame me - like i said, im new! But any help you guys could offer would be really appreciated, thanks.
