what program can i use to tell exactly how an avi file was encoded??..also is it possible to reencode the avi file to avi file again but a smaller size....

make an avi smaller could be done but why u would lose quality

To make it smaller (as the Poacher said, expect a quality drop), load into VirtualDUBMod, Under CVideo/Compression set the Video bitrate of Xvid (or DivX) to whatever (will be smaller than the original bitrate) and hit Save As. You will need to use a Bitrate Calculator to get to an exact size.
