Audio Synch Problem

I downloaded an xvid movie and the audio is out of synch all the way throughout. Is it possible to realign the audio with the video and should it be done before conversion to mpeg or after? Any help would be greatly appreciated.

I would convert to SVCD first and then fix the a/v sync problem. I would then use bbMPEG ( as used in DVD2SVCD) to offset the audio and let it then mux and cut the mpg to CD size ready to burn.
