Is there any software that can actually read the tracks on a music cd without going online to a database?

Yes and no.

If the CD has CD-Text, and this is rare (nonexistent?) on commercial CDs, then several programs can read it.

If the CD was not made with CD-Text, then there's nothing to be read.

If you just want to read the audio, and don't care about the names, you should be able to turn off database access in most software.
