Always out of sync - why?

Hi
Would someone please offer advice on this?
Every film I have downloaded is out of sync, whether it be avi or mpeg. I know there are tutorials on how to rectify this but should it happen every time?
It's a straight forward d/l and when I play in windvd or power dvd the sync is always out. I have tried a demux and mux in tpegenc and mpegvcr (as per Mr cm) but without correcting the audio it's basically crap. Surely this shouldn't be necessary all the time - or should it?

To be honest I find an out of sync file to be quite rare these days, so no they ALL should not be out of sync.

Can you play the files on another PC, are they out of sync there also?

Thx for the reply, I'll give it a go.
In the meantime I was playing with WinDVD and noticed it said the help files that when movies are transferred from film to DVD in the PAL format, popular in Europe, they play 4% too fast, which can cause playback and audio problems.
Could this be the problem? I'm in europe but I have a US d/l?

Playing movies on a PC they couldnt care less if its NTSC or PAL. Both can be played perfectly on a PC.

What the WinDVD help file is refering to is films are recorded at 23.976 frames / sec. PAL is 25 f/s so a simple speed up of approx 4% (for both Video & Audio) of a Film will give you PAL with no frame blending/copying, etc.

Try playing an AVI using VideoLAN and see if the A/V sync's any better. Also try changing the (XP) Color quality setting (right-click on the deskop>Properties>Settings) from 32 bit to 16 bit and see if it has any affect.

Are any codec packs installed?

To correct the A/V sync with the AVIs you could try Interleaving it in VirtualDub.

Thanks for the replies and sorry about the late post.
Cm suggested playing on another PC which had the same effect. I also copied to CD and played it on my DVD with the same effect.
I will take your advice though and try Videolan and interleaving.

Also did U ry playing the videos right after a restart with full resources and low CPU usage?? I know on my system, when I am running high cpu usage, everything is out of sync. videos, dvd's, tv, mpg's avi's, etc.
