A problem with photoshop 7 help files

I am having a weird problem with photoshop 7. It seems that when I click on the help or when I press F1 the hour glass starts up then disapears, but the help area does not start. I know it's there because when I go into the folders on my hard drive and double click it, it starts. How can I get this to work from my photoshop program?

I am running xp pro
