QuEnc is your problem. It has the tendency to drop frames (still in beta). Please try CCE and it should work fine.

I just download this program and try to make a DVD. I have avi with 23.976FPS so I turn NTSC to PAL. Originaly film is 1h43min30sec but on the end I have 1h39min20sec mpv and 1h39min15sec ac3 so the subtitles are not right and I cannot fix them. What did I doing wrong?!? I use QuEnc. Thanks (Sorry for bad english becouse I'm from Croatia)
