Try to boot in safe mode and delete it. It will be rebuild.
You can also rightclick IE explorer , properties general, and choose clear history...
The reason that you can not delete it normally, is beacause this file is a part of your system, depending on how you has set it up..
I knew that is was part of the system, but didn't know that it was the hystory

Use EAST-TEC eraser
On the side of the box it said "Install Windows XP or better" so I installed LINUX
