I haven't used DVD2SVCD before, but you could try VirtualDub MP3 Freeze. It's in zipped form near the bottom of the page.
Open VirtualDub MP3 Freeze:
1. Set Video to Direct stream copy.
2. Set Audio to No audio.
3. File>Open video file... and browse to the AVI. Double click the AVI to load it into VirtualDub MP3 Freeze.
4. File>Save AVI... and set the place and a different name for the file that's going to be output.
5. Click on the Save button.
Wait for a few minutes for the processing to finish. The file will now be exactly the same quality, video-wise, but it'll have no audio. Now DVD2SVCD could be used from this point on, to convert the AVI.
TMPGEnc could also be used to convert the AVI to MPEG1/2 etc. To make it so there's no audio, you can select nothing as the Audio source.
