      you need a video editing card with VideoIn interface (S-Video or Composite In) as internally PCI or externally USB device;
      or a new graphic card with VideoIn interface (S-Video or Composite In);
      or a TV card with VideoIn interface (S-Video or Composite In);

      the video editing card with a hardware encoding chip is the best solution;

      If you have the cash upgrade your vga card for a geforce 4 Ti4200 (it costs around $160 us) they have tv out/in support, this way you would be getting better graphics and the capture device needed.

      if you have a usb lead from your camcorder and you don't have any usb port left on you pc, all you have to do is get a usb hub they are pretty cheap.

      i suppose you have the software for you cam then it should work.
