There are a few programs that will allow you to do software
fsb (front side bus) and other changes in laptops.

However, it's not worth it. Laptops already get pretty hot to begin with, because they have very little internal airflow. Overclocking with a tower or desktop system requires serious cooling with heatsinks and powerful fans. With laptops there is no room. Due to the lack of room in laptops, EVERYTHING heats up with overclocking. Without the cooling you are risking serious damage. With laptops damage means $$$$$$$$. Plus, it WILL invalidate your warranty.

Also, when you push your laptop faster your battery time is greatly decreased (as much as 50%). Remember that faster processors require more power. And overclocking requires even more power.

The best way to speed up your laptop is more RAM or a new processor. RAM is at an all time low right now so max out your
memory. If that is still not enough, see if your laptop supports
      a faster processor.
