      DVD decrypter read speed

I have heard that in order to back up the PS2 DVD games you must set the read and write speed to the lowest speed. I am using DVD decrypter 3.1.9.0. I set the read speed to 1x but it is reading at about 2x and sometimes it reads at 7x. How do I make it to read at 1x?
