I'd say Autoplay Media Studio which is much more than a plain menu creator. Only con: expensive...

http://www.lockwood9.freeserve.co.uk/cdmenu.htm - interesting, but not the one I was trying to find

http://www.nikse.dk/ - The heavyweight, Multi Install, now on Sourceforge
http://multiinstall.sourceforge.net/

http://multiinstall.sourceforge.net/skins/ - some skinned screenshots

The only point against it, at least when I last looked, is it is a VERY manual program, one for a finely crafted display of your design and layout, not so great for a gash index of a collection of files!

It's a pretty good 3-CD training course on the product, and more than that the Indigorose Support Forums are great help, even for unregistered users.
