Open MID Codes

I've noticed that some of the Hong Kong/Taiwan based media company's are using what they call "open MID codes". i.e. multiple companies using the same MID code.

Doesn't this cause a problem for the drive manufacturers? i.e. As I understand it the MID code is used as a lookup to determine the burn strategy for that media. If multiple company's media has the same MID code but not necessarily the same dye characteristics etc. then the chances of the media requiring the identical burn strategy would be low.

Why would they use an "open MID code" as opposed to using one unique to their media? I would have thought that based on the above theory they are actually reducing the chances of their media burning reliabley and hence cutting their own throats.

Does it cost money to register a MID code?
Are there prerequisites to registering a MID code?

Am I missing something?
