There are 2 possibilities of why it won't work:
1. The type of DVD media that you use.
2. It could be due to your APex player -> not all recorded
DVD can be played in home set-top.

I'm doing everithing by the book to create DVD with:
matrox rt2000
premiere 6.5
cce 2.66.1.1
pioneer ao3 firewire
reeldvd 3.02 le,
and everything goes ok
and at the end when i try to play back dvd on set-top player APEX
is not supported.

i agree 100% with Alan Sim ... and i mean the problem must be the 2nd option ...
