How can i burn movie using this format ?

Well SVCDs are Super Video Compact Discs. And you can burn these with Nero. DVCDs I am not sure of.

VCD - Video CD Compliance is to an inflexable strick set of Video & Audio parameters.
Video Data Rate - 1150bps
Pic Size - 352x288 (PAL) or 352x240 (NTSC or FILM)
Frames / sec - 25.0 (PAL), 29.97 (NTSC) & 23.976 (FILM)
Audio Data Rate - 224 bps
Audio - 44.1 Khz, stereo

SVCD - Super Video CD Compliance is to a broader set of Video & Audio parameters, including Veraible Bit Rates, Interleaved, selectable data rate, etc.
Video Data Rate - 2600bps MAX
Pic Size - 480x480 (NTSC) or 480x576 (PAL)
Frames / sec - 25.0 (PAL), 29.97 (NTSC)
Audio Data Rate - 224 bps MAX
Audio - 44.1 Khz, stereo

?VCD - Any form of MPEG1 or MPEG2 that does not meet the 2 above standards.
