TMPGEnc should be able to convert them to VCD no problems.
Just follow the DivX/ASF/MPG to VCD tutorial (in the Tutorial section) but load the WMV file instead.

i owe you big time ,ive searched the net for a tutorial like the one you have written
it worked perfectly apart from that i lost a small bit on each side ,ill have to alter the setting a bit ,also can i increase the resolution as its a bit blurred and still keep aspect ratio

In TMPGEnc, if you set the Source Aspect Ratio to 4:3 Display and the Video Arrange Method to Full Screen (Keep Aspect Ratio) then you should not be loosing any of the picture left & right sides. You did load in the NTSC or PAL template?
Its all relative, but VCD's can regarded as a "little blurred". They are compared to a DVD but not compared to a VHS tape.
