What's the best (fast)way to resize mpeg w/o reencoding it

I would like to resize from pal to nstc and also play with diferent sizes without reencoding again the file, is it possible without quality loss?

You want to go from 352x288 25fps to a 352x240 29.96fps without re-encoding? Sorry not possible.

Use TMPGEnc and set Motion Search to Highest Quality (Very Slow) and tick Soften Block Noise and leave the 2 settings at 35 and you will have minimul loss in quality. The result will be jerky though.

is resizing the source avi first would be better than reencoding to mpg in terms of quality?

By the way, a new version of TMPenc is out, 2.51 .

Yes, absolutely if you have the original AVI as its bound to be larger size than 352x240.

Just rencode to new size & frame rate. As I said before the movie will end up a bit jerky.
