Region killer problem with XP

I installed region killer, had some probs with it but got it to change the region from 2 to 1. I now cannot change back to region 2. I have uninstalled region killer and the windows software says I have only 1 chance to change back which I have tried to do, but it wont let me I keep getting an error message saying " unable to update region setting please make sure the drive contains a region 2 disk and I have administrators priviledges". I do have admin rights and the drive does contain a region 2. What the hell is happening???? please help. I am running Windows XP.
