The tutorial section can shed some light on the actual mechanics of editing and authoring and everything else in the process. Seeing how you do it would be the best way of figuring out what is within your abilities to understand. The more you understand the better your output will be.

I had a quick rummage for free tools
http://dvdstyler.sourceforge.net/ - this may be one for a little later in the sequence, not sure if it has any capability to do the editing

TMPGEnc 3.0, TMGEnc DVD Source Creator and TMPGEnc DVD Author all have editing features that are easy to use and reasonable quality.
