this could be a line fault contact you telephone provider and ask them to check the line gain and also at the same time ask if you are on a split line (this means you and the nextdoor hose/building are sharing the same line) if it is demand a seperate line tell them you can hear them talking on the line or make something up then they will come try sort it out

But...... and this is a big BUT here ..... the phone companys are ususally only at liberty to provide a voice service line its usually in there contract and/or provide data transmission of 1200bps very very poorthey DO NOT have to cater for your internet usage
if the above fails to solve the matter then try change providers and see if that helps !!
also a point here is that most modems are usually software and depending on how good your system is you will either get good or bad results !? its always better to have an external hardware or internal hardware modem as software modems us both system RAM/MEMORY and processor time to work![]()
