      YES they sure can

      so long as they are made as a compliant DVD or following the guides here

      no mods /cheat carts etc etc needed ..... play they just fine

      what viper said. You don't even need a modchip to play DVD-R movies.

      The ps2 will play +R, +RW, -R and -RW. I've never tried RAM so I cant comment.

      Only v5+ ps2's play +R, +RW.

      Is it just a question of laser? I have a PS2 V3 with DMS3, if I change the laser, will it play DVDr+ and DVDRW?

      yea I think you'd be able to play it with a new laser. I'd recommend getting a v9 laser, they read media 2x faster than some of the best v7's.
