For Nero, get the ogg plugin from here http://neroplugins.cd-rw.org/

Not sure if any of the others can use a directshow filter
http://tobias.everwicked.com/oggds.htm - Oggds
http://corevorbis.corecodec.org/ - Corevorbis - more up to date than OggDS

Of course, you only need to decode them, to make an audio CD - you can store and play them on a suitable PC (equipped with an ogg-capable player or the directshow codec and mediaplayer) in data format, or if you only have an MP3 capable hardware player, then you'll need to transcode them to MP3 - though transcoding means taking the quality hit ... the artifacts of one lossy codec, added to by those of the other.
